The Hotel Development Corporation is a subsidiary of the Puerto Rico Tourism Company. The HDC was created in 1992 in order to promote investment, development and construction of hotel projects.

Standard Hostelery Categories
Bed & Breakfast (B&B)
A residential – touristic hostelry recognized for its family ambiance. It shall have between three (3) and six (6) rooms.
Guest House
Any building, or part thereof, or group of buildings with a minimum inventory of seven (7) rooms and a maximum of twenty-five (25) rooms, approved by the Company dedicated to providing lodging for paying transient guests. The property must comply with the requirements set forth by the Company.
Tourism Villas
Any building for which its units provide a kitchen, living room, bath, and at least one (1) bedroom. It shall have at least seven (7) units and provide to its guest the services of a hospitality facility.
Hotel
Any building, or part thereof, or group of buildings with a minimum inventory of fifteen (15) rooms approved by the Puerto Rico Tourism Company, dedicated to providing lodging services mainly to paying transient guests. The property must comply with the requirements set forth by the Company.
Condo-Hotel
All the units of a building or group of buildings converted to horizontal property regime or the Condo-hotels regime, that meet the requirements of a hotel; in which not less than fifteen (15) rooms or apartments are dedicated yearlong to the lodging of tourists by means of an integrated rental program.
